It is not any different to a Vanity Press, as I was attempting to convey by my reference to Church Magazines. In an ideal world, the answer to your question would be yes. In most situations, I think that professional writers do indeed pass their work to an editor. However, a large amount - possibly a majority - of published material on the Web is not produced by professional writers. The Web is, by and large, an amateur publishing medium - as are Church magazines. I suppose that the question could be re-phrased as 'any material written for publication in the public domain'. I think that, in these circumstances, we would now be entering fascist territory and I would certainly not condone such draconian measures. No, I welcome the web as a free and open press and if material needs to bypass an editor then so be it.
